Allow translating read-only resources

It may be usefull to allow translating read-only resources.

This would require spliting the concept of an imported resource for which we are not authoritative, and the concept of a read-only resource.

The implications of this are important. One thing to remember: An editable "spider-imported" resource should never allow it's oai-id to be changed.
